* configure.ac (AM_INIT_AUTOMAKE): Add dist-bzip2 and dist-xz.
(AC_CONFIG_FILES): Add scripts/publish-release and
scripts/publish-release-docs.
* doc/Makefile.am: Pass in package version to gendocs.sh. Set css for
manual, and toplevel url.
* doc/index_template.html: Set stylesheet link and reformat.
* scripts/publish-release-docs.in: New file.
* scripts/publish-release.in: New file.
* scripts/publish-www: New file.
* www/index.html: New file.
* www/style.css: New file.
